Would sheer black hosiery or neutral hosiery look best? I plan on wearing a navy dress with black block heel shoes to an evening wedding in November. I am rather short (5’3”) and my dress hits right above the knee.

Sheer black hosiery would look awesome with a navy blue dress and black shoes. Wearing similar shades will give you a monochromatic look that will elongate your figure (make you look taller and slimmer) and give you a put-together and polished look.
